Oqood is the Dubai Land Department's digital registration system in which off-plan purchase contracts are recorded before the developer may collect payments.
The Oqood certificate identifies you as the buyer of the unit even before completion and protects your position. It is the off-plan equivalent of the later Title Deed, which is issued at handover.
Without Oqood registration an off-plan purchase is not properly documented. Registration carries a fee and is part of the official procedure.
