The Dubai Land Department (DLD) is the government authority that registers ownership, handles transfers and administers the property market in Dubai.
The DLD issues Title Deeds, runs the Oqood registration for off-plan and levies the transfer fee. Its regulatory arm RERA oversees developers, brokers and projects.
